The Convention on the Elimination of All Forms of Racial Discrimination (CERD) Shadow Report

As a signatory to the Convention on the Elimination of Racial Discrimination (CERD), the United States is under an obligation to condemn and pursue a policy of eliminating racial discrimination, in all its forms. The U.S. has not taken seriously the duty under Article 2 of CERD to affirmatively address racial discrimination. In October 2007, the Institute contributed to a CERD "shadow report" in which we drew attention to the many discrete areas in which the U.S. is failing to uphold its obligations under the treaty.
